No is not, Pandabuy is a safe place to buy clothes, the only risk you have is that your parcel get seized but is almost impossible if you do everything well, let me explain.

If your parcel weights <10kgs is more difficult to get seized so if you want to do for example a 20kg order I recommend you to order it in two different parcels of 10kg each.
